The fix for allowing a few electric heaters is actually really important because it's common even in a full air/air setup that you'd want something like a bathroom electric towel rail.

That the 100% rule drives risk is the bigger problem. People don't like risk and that puts them off change. Hybrid EVs are a great lesson in that. Risk averse people will transition in steps even if the mid step isn't as good as taking the big leap.

I understand 80/20 rule, still HSE would not allow a 20% service in a fossil fuel boiler. Electric and immersion heaters are however virtually maintenance free, so I cannot see any reason to not keep them. 

But as our electricity is planned to be 95% fossil fuel free in 5 years, net0 strategy and so the limited incentives for heat pumps need to demonstrate removal of boilers. I suspect anyone not looking to leverage BUS is still able to keep backup heating systems. Personally we do not want our space to be used by unnecessary systems. 

Once the country moves onto the next stage of the transition and fossil fuels start paying a bigger share of the carbon budget they are using, could the market enable more individual choices?

Sounds about as reliable as when Daddy Elon says he'll be on Mars by that time.

Unless the actual meaning is "95% of the electricity you'll be able to get will be fossil free otherwise we turn the lights off" then yeah obviously.

Not keeping a fossil backup for heating might not be such a good idea...

These are the GB plans. This must be achievable, like there is plenty of wind power being connected. 

And of course that carbon goal has already been achieved by many other countries (but a lot more countries are behind GB). I remember posting links before.

Clearly nuclear will be needed. Fossil fuel is the 5% for when it gets really tough..
