  @rossowheels if you isolate the water supply in it will stop the flow to the hot water on all circuits, any circuits lower than the tank will need draining, to do this you must open all hot water taps...

  Hi James , Yes. There were multiple issue. Insulation was solved 80 %. Radiators were changed to bigger size. But even with that the upstairs never got hotter than 19 20 degrees , nor did the radiator...
