First up once I have a flow meter fitted is to simply measure flow speeds and hence flow rates at the three available pump speeds with the existing system. Since it may be that there is no issue.

I have one of these fitted which also allows you to regulate the flow should you need finer control, although I just leave mine fully open and turn the circulation pump(s) down to achieve the desired flow level. It seems pretty accurate and matches the digital flow meter connected to the heat pump controls. I like having something as a quick visual check as well as the digital flow meter which will be of more benefit to those running monitoring systems.
