Based on your insights into the differing statistics @cathoderay where would you turn to find a cumulative year-on-year rate of installs over the past 4½ years of the BUS?
Ie I'm imagining that the cumulative install should reduce the errors. 

Whose data could we compare with if we wanted to see the HP install rates before the BUS was introduced?
After all, Government has a vested interest in demonstrating how beneficial the BUS is.
