@editor I would assume that's the maximum for standing charges if you use nothing. But it's only a guess.

Ih the attached document, what does nil kWk mean (when looking at electricity tariffs) and why is the tariff calculated by dividing the sum of money by 3,100kWh - seems like an arbitrary number?
Nil kWh is the daily standing charge whether you use 'Nil' kWh or more than Nil. I think that you will find that the 3100 kWh of electricity is the assumed average consumption by Mr. & Mrs. Average in their average home. In a similar manner average gas consumption is deemed to be 12000 kWh.
