I' d like to see a graph of that. It doesn't make sense to me, unless he means that at low temps, the pump runs at constant speed.
I am really surprised that the IAT is steady, whereas LWT is fluctuating a lot. How can this be ?
Is the WC "tweaked" ?. Because that would explain this behavior.
