Mitsu PUHZ-SW120 & EHSC -VM20

Has anyone any access to power readings when at rest on a 3 phase ASHP?

I have just installed a Shelly 3EM 3 phase Power Monitor and am somewhat surprised that, at rest, the readings are unbalanced at:

Phase A=0; Phase B=11.31; Phase C=106

When producing heat, the readings are much more balanced.

What, if anything does that indicate?
