I have a Samsung heat pump, within the water take closer we have it has a Pico circulating pump, but this appears to run all the time, there is constant noise from the closet and the screen of the pump says “40w” which I assume means it is consuming 40w of energy, is this normal to be on all the time?

That doesn’t sound quite right. The Pico pump shouldn’t be running 24/7... it should only circulate when there’s a heating or hot water demand. If it’s constantly on, it could be wired to run permanently or there may be a control issue (for example, the heat pump controller not switching it off when flow stops).
You’re right that “40W” on the display is the electrical draw, so if it’s always showing that, it’s burning around 1 kWh every day just idling — not ideal.
I'd check to see if the pump stops when you power down the heat pump itself. If it doesn’t, it’s probably been wired directly to the mains rather than via the controller. When your heat pump is off, the Pico should go off too.

I've spent a lot of time recently watching @pirate-rich at our house working on the wiring centre for our system (who is meticulous), and I can see why it's so easy for things to get wired up the wrong way if you're not paying attention.
Fingers crossed they can come back soon and fix it.

What Samsung model is it?
Depending on the controller setting and how the system is being controlled, it may mean the system pump is still running when the heat pump compressor is off.
If you think how weather compensation works, it relies on the heat pump (which is outside) knowing what the water temperature is inside the pipes. Therefore, if the water flow from the heating system completely stops, the outdoor unit has no idea what the actual water temperature is inside the house (hence the heating system pump needs to run to give this feedback to the heat pump).
Most weather compensated heat pumps have a 'turn everything off when it reaches this outside temp' setting (say set to 14°C), and when it reaches this, then everything will turn off.

it is a AE050RXYDEG/EU is the model number. This could add up as when they game they set up water law which from google suggests its samsungs way of saying weather compensation. is there an easy way to fix it to save me ££ on energy😂

40W is not a lot. Your house will likely be drawing ~400W all the time due to the various appliances on standby, router, fridge etc. If its on half the time for half the year when it doesn't have to be, your max saving is about £25 and half the time for half the year is likely an overestimate.
That said some heat pumps 'sniff' the water temperature when cycled off by turning the water pump on every so often, which is an alternative approach and saves some water pump energy. I think, but am not sure, that my Vaillant has some sort of algorithm which means that the water pump isn't always on when the compressor is off, but neither is it always off when the compressor is off.

Worth adding that the board under the metal Samsung panel was replaced to fix another issue, so could be that they haven’t put something back correctly?
