Cooling with Samsung Gen6 and Flow error

I've got a Samsung gen6 ASHP, which I am trying to use for cooling. I have a large Harnitek fan assisted radiator in my main living room. Whenever I put the cooling on after about an 40 mins I get the e911 flow error.
I've checked the flow sensor its working fine, and on a cooler day a few weeks ago I put the heating on for a couple of hours and it works fine. So is this a pump problem, is it struggling due to the cold water and increase viscosity, thus can't pump it round effectively. Maybe a pump with bigger head would help?
Any thoughts would be much appreciated?

I see that these fan coil radiators either come with a two-way or three-way control valve built into them. What does the valve do? Well from a quick read of yhe operator instructions, it appears the control board can close off the valve in certain preset conditions (e.g. timer mode).
I suggest you look into your fan coil units (radiator) operator parameters to see what the current settings are. I take it that you are selecting cooling mode on the radiator as well as the ashp?
@iaack I've got cooling mode on the radiator selected, and I've disabled the valve mode on it, so they are open all the time.

@ecobaker I'm still thinking that something is triggering the valve to close.
In cooling mode on the rad, what are you setting as the rad target temperature? What is the typical room temperature and water flow temp. when the problem occurs?
Is the condensate outlet clear? Air cond units have float switches to monitor the condensate level and can shutdown the cooling function if they detect an unusual rise in condensate level.
@iaack The system isnt running long enough for any condensation buildup, also I've got the flow temp set above the current due point temp. I don't think its the radiator
