@downfield May I point you in the direction of this topic about the anti-legionella system used by heat-pumps to prevent the growth of bacteria in the DHW tank...
... and then this topic which discusses possible software deficiencies in the anti-legionella cycle implemented by Mitsubishi heat-pumps.
In particular, your 210-litre DHW tank is borderline for whether a 3kW immersion heater can actually raise the water temperature sufficiently high during the 60-min window in which it operates.
The quality of the pipe insulation around the tank needs to be high.
